They provide an important link between a variety of rights-violating policies in Xinjiang that were recently implemented and the central government.

Adrian Zenz released the documents after they were leaked to Uyghur Tribunal.

This link is further strengthened by the fact that one file contains a cover letter from Xinjiang from October 2016, which mandates the study Xi’s April 2014 top secret speeches.

Most of the evidence that is publicly available has been deleted.

It appears that these documents, along with the speeches given by Xi, Li Keqiang, and Yu Zhengsheng at the Second Central Xinjiang Work Forum in May 2014, were viewed as containing the “strategic deployment” of the party’s Central Committee for Xinjiang Work.

Zenz has gathered documents that show that local government study sessions for this particular set of speeches were intended to “convey an learn the spirit General Secretary Xi Jinping’s series of important speeches, organize and deploy current and future key missions”, according to Zenz.

A February 8, 2017, work report from Yili Prefecture government reveals that it had conducted a “serious, systematic study” of speeches given by Xi Jinping and Li Keqiang at the Second Xinjiang Work Conference, May 2014.

This report emphasizes that every member of the village work team must be exposed to the spirit of Xi’s speeches.The author previously argued that the time of the campaign’s start was determined by the deployment of these teams each year after Chinese New Year.

This is because these teams are a critical element in identifying the people who were sent to internment camps.

Second, the files contain four documents from 2017 and 2018, which directly implicate Xinjiang’s Party Secretary Chen Quanguo, and Zhu Hailun his second in command in the internment campaign.

Zenz stated that these documents are a more severe approach to bringing the region’s ethnicities under control than the material from 2014.

This newer material provides direct evidence of the importance of the Re-education Camps and the need for substantial numbers of the population to be interned by “rounding up everyone who should be rounded up”.

Chen Quanguo repeatedly invokes in these speeches the need to fulfill the will of central government.

He stated in one instance that the “vocational skills education training centers” are an example “good methods [adopted] by Xinjiang for fully implementing the central goal of General Secretary [Xi Jinping] to Xinjiang work”.

Chen also stated that “the vocational training centers must be unwaveringly operated for a long period of time.”

Two documents describing the punishment for Xinjiang county party secretaries who did not follow government orders show that cadres were expected ruthlessly to execute any order they were given.Those who did not “round up all those who should be roundedup” were subject to severe consequences.This further proves that both Beijing and Xinjiang have a direct responsibility for this atrocity.

Zenz stated that the central government issued three documents on the “correct” history in Xinjiang, improving the governance and control over Islam, and on the development and operation of the XPCC (southern Xinjiang), which confirm the central government’s plans to fundamentally alter both the religious and demographic composition of the region (and, in Islam’s case, likely the entire nation).

This demonstrates that the central government is behind the plan to reengineer Xinjiang’s ethnic cultures.

Xi’s statement “regarding people who violate the law, individuals who should not be seized should also be seized, and those that should be sentenced should receive sentences, there should be no one above law”, made in his May 28, 2014.speech, which immediately preceded Xinjiang’s comment that Xinjiang could enact such local legislation.

It is closely related to a statement found in Chen Quanguo’s speeches and highlighted by a New York Times article.”Rounding Up All Who Should Be Rounded Up” Xi’s expression in a January 2015 government report by Xinjiang’s Qiemo County is mirrored word for word.

One could argue that Xi was referring to people who had violated a law.Later developments showed that Xinjiang’s strategy for de-extremification was already shifting from a focus upon those who had committed acts of violence to preemptively or extrajudicially detain “susceptible problem populations” for re-education.

Given the context of Xi’s words, namely the statement that Xinjiang could enact its related legislation, which later became legal basis for the reeducation camps, it is easy to see how Chen Quanguo’s call to seize those who should not be seized and sentenced logically evolved to Chen Quanguo’s request to “round up all who should he be rounded up” in extrajudicial internment facilities.Zenz said.
