Will the TTP or the Afghan Taliban be the flagbearers for Pashtun nationalism within AfPak?

By Mrityunjoy Kumar Jha New Delhi, December 8: The month-long ceasefire following the secret deal between Imran Khan government (TTP), and the banned militant group Tehreek-etaliban Pakistan (TTP), is now over.It was reported that the truce could be extended if negotiations continue to progress.

The TTP has asked its fighters from the Pakistani Army to resume attacks on the Pakistani Army, despite not having any news.

TTP militant group has released many video clips of Chief Mufti Noor Wali Mehsud’s trips to Malakand Division and Peshawar, Mardan and Khyber divisions of Waziristan region.

One video clip shows the TTP Chief moving in flagged convoys, and being welcomed by locals. To emphasize that the TTP has better-trained and equipped men, he is surrounded by uniformed fighters.

A song playing in the background invokes Pashtun nationalism.

“TTP’s efforts in moving away from the global Jihadist narrative of al-Qaeda, and to frame its propaganda using Pashtun nationalist rhetoric-just as the “elder brother”, Afghan Taliban Taliban-and to switch to an indiscriminate-discriminate targeting strategy is an attempt to evolve from a terrorist group to an insurgent group,” Anes Jilani, a Human Rights activist, says.

She adds that the group has been reorganizing and consolidating its hold since the ceasefire.

The Pakistani Supreme Court and civil society have raised questions about whether Prime Minister Imran Khan was allowed to make a “secret deal” with the UN-designated terrorist group responsible for the deaths and injuries of the soldiers and students of Army Public School, Peshawar.

This deal was not made with the intention of taking the Pakistani Parliament and people in confidence.Sirajuddin Haqqani is the Interior Minister for the Taliban government in Afghanistan and another terrorist.

Many Pakistani experts, including former Army generals of Pakistan, have warned that such a deal is not in Pakistan’s national interest and will not work. The TTP, as before, is unlikely not to follow its terms.

It will be able to regroup, reorganise and rearm itself, as well as increase its ability for destruction and death.Pakistan has previously reached at least half a dozen “peace agreements” with the TTP.Each one was a failure.

But Imran Khan’s supporters tend to be pragmatic.

“We cannot give them Sharia,” a long-standing demand of the TTP, because the Khyber–Pakhtunkhwa is a part of the Pakistani state. We can only talk about allowing those who surrender their arms to become citizens.According to a Pakistani Army source, if they (TTP), don’t agree, the Army would deal with them in this manner.” One Pakistani Army source told The News.

The Pakistani Supreme Court disagrees with the reconciliation efforts of the Imran Khan government.

“We will bring TTP back to negotiations, rather than taking action against them.” Imran Khan was questioned by the court.”Are you going to surrender once more?”

Experts in Pakistan say that Imran Khan and the military establishment are under pressure. They made a secret deal with Tehreek-eLabbaik Pakistan (TLP), in November, which lifted the ban on the TLP and released all TLP supporters, including the Chief. In recent elections, the TLP emerged as third largest political party in Pakistan’s Punjab Province.

The TTP wants to be part of the mainstream, but on its terms.Although TLP and TTP may not be the same, there seems to have been a mutual understanding between them.

“TLP, TTP are no longer flowers that can be nipped. Both groups have grown significantly in recent years, so the cost of the matter will be higher if it is not handled wisely,” says Irfan Ashraf, a Pakistani journalist.

The sources say that although there are no details on the “secret” deals but they insist that the TTP won the last round of negotiations that led to the temporary truce. It is this policy of appeasement which has greatly empowered the group.

Experts believe that Pakistan’s vulnerability to the events in Afghanistan is obvious. The ceasefire with TTP is contingent on Kabul’s Taliban maintaining control.

China is exerting pressure on Afghanistan and Pakistan to ensure that Chinese projects are not at risk from the TTP.
