Turkey challenges Russia and pushes into Central Asia through the Organisation of Turkic States

By Aditi Bhadur New Delhi, November 24, 2009: The Organisation of Turkic States has emerged as a new member of the Eurasian bloc.Its ramifications will ripple across the region and further afield.However, not everyone will be happy.The organization, which includes Turkey and Azerbaijan as well as Kyrgyzstan and Kyrgyzstan and Uzbekistan and observer states Hungary, is not new.

It represents 2.15% of the global population and 1% of the planet’s territory.It was established in 2009 by Nursultan Nazarbayev, the former President of Kazakhstan.Central Asian states have been freed from Soviet rule for a decade and are now devoted to building nations.

The search for roots and historical legacy become more important.Consolidating Turkic-speaking nations was therefore a highly attractive idea that could also be economically beneficial.

Turkey was both an inspiration and a role model.Turkey was one of the first countries to recognize the sovereignty and independence of Central Asian states following the disintegration Soviet Union.

It became a major investor in the region, building infrastructure and engaging in business in the early years after independence of many Turkic Central Asian Republics (Kyrgyzstan Turkmenistan, Turkmenistan, and Uzbekistan).

However, the organisation has seen a new life this year.

This was evident in the change of nomenclature, from the Turkic Council to that of the Organisation of Turkic States at the eighth summit in Istanbul earlier in the month.It also reflects the determination of the member-states who are becoming more independent.Ilham Aliyev, President of Azerbaijan, Kassym-Jomart T.Tokayev of Kazakhstan, President of Kyrgyzstan Sadyr Japarov and President of Uzbekistan Shavkat Mirziyoyev attended the summit.Also, the Turkish President Reccep Tayip Erdoan was present.

The immediate cause is the one-year anniversary of the victory by Turkic Azerbaijan against Armenia in the war between the South Caucasian states.

Azerbaijan was able, with the help of Turkey militarily, to reclaim territory it had lost two decades ago to Armenia.

Ilham Aliyev, President of Azerbaijan, was presented with the “Supreme Order of the Turkic World”, the highest award for his victory in the Nagorno–Karabakh war.

Aliyev, in turn, praised Turkish President Reccep TAYIP Erdogan, stating that Turkey and theTurkic World gained momentum around the world thanks to President Erdogan’s leadership.

Erdogan has indeed invested a lot in the organisation.

His bid to lead the Muslim world is not yet a success.Instead, he should be focusing on Turkic-speaking states (or pan-Turkism) which seems more viable, sustainable, and profitable.

Erdogan’s support of Azerbaijan during the war in Nagorno Karabakh saw Azeri investments in Turkey rise exponentially and Turkish defense products exports increased.The Central Asian countries, which have good bilateral relations with Turkey have been closely watching.

The sale of Turkish military products to Kazakhstan and other countries has also increased.Simultaneously with Russia and China sandwiched between them, Turkey offers a viable alternative partnership.

Turkey is geographically close and has the added advantage of cultural, historical, or linguistic links.

Baghdad Amreyev (Secretary General of Turkic Council), wrote in an Op-ed to the Turkish Hurriyet, “The consequences for the support given to Azerbaijan durant the Karabakh War strengthened and caused an enormous advantage.”

Erdogan said that the sun would rise from the East once again at the summit.He promised that the Turkic region, once the cradle for civilization for thousands of centuries, would once again be a center for attraction and enlightenment.

He also unveiled Vision 2040, a strategic document adopted by the summit members and which will guide the organisation towards greater political, economic and social cohesion.

The organisation can be a formidable bloc, spanning from Kazakhstan in the east to Turkey at the Mediterranean.

It offers landlocked countries in central Asia a route to sea and an alternative to China’s Belt and Road Initiative.Russia and Iran will be closely monitoring.
