According to Xinhua, mass protests have been held in Khartoum, as well other locations, against the Army Commander’s measures.

It was stated that the constitution would serve as the primary reference during the transition period.

The declaration also guaranteed broad participation in politics, with the exception of Omar al-Bashir’s disbanded National Congress Party.

It was reiterated in the declaration that Sudan’s security and stability is assured by the civil and military partners.

The Sovereign Council was given the responsibility of overseeing the transition period and not interfering with the work of the government.

The government also pledged to investigate killings and injuries of military personnel and civilians during recent protests, and to finish transitional institutions including the legislative council as well as the judicial and parliamentary bodies.

The declaration states that the committee to dismantle al-Bashir’s government from 1989 will be brought back into work, and the performance of the prior period will be reviewed. The declaration also stated that all political prisoners would be released and that the nation will build an army.

Hamdok stated that the signing ceremony for the declaration was broadcast live on Sudan’s TV.He said it opens up the possibility of addressing all aspects of the transition.

He said, “There are many challenges confronting the political reality but we have to work together.”

According to the Prime Minister, this deal allows for the continuation of the achievements made in the last two years and strengthens the civil democratic transition by expanding the base.

Al-Burhan said that the declaration laid the foundations of the transitional period “in a consensual way.”

He stated that the Army does not intend to expel any Sudanese party, and vowed to continue to support transition efforts and free and fair elections.

After the overthrow of al-Bashir’s government on April 11, 2019, a civilian-military transitional authority in Sudan was created.
