N.Patro said Monday that if any member causes a commotion in the House during Question Hour or Governor’s speech, then action will be taken according to rules.
Patro informed legislators of the new rules during an all party meeting he held for smooth operation of the Winter session, which begins December 1.

After the meeting, Speaker addressed media people and stated that all members of the Assembly were instructed not to cause a commotion in the House during Question Hour or the Governor’s speech.”It is up to the legislator to decide whether they follow the rule or ignore it.He said that if the rule is not followed, action will be taken.

The House will meet for five hours each day, following strict Covid guidelines.He said that the House will be open from 10.30 a.m.to 1.30 a.m.and again between 4 p.m.and 6 p.m.each day.However, the session’s first day will start at 11 a.m.

He said that the supplementary budget for the financial year 2021-22 would be presented on the first day at 5 p.m.

The Speaker stated that 90 minutes will be allowed for debate on an adjournment vote, of which 55 minutes will go to opposition members.He said that while the opposition BJP will be allowed for adjournment motions for four days, Congress will be given two additional days (Tuesday & Saturday) for the same.

The all-party meeting was boycotted by the BJP, claiming it is not being given its due as the main opposition party of the state.

“As Leader in Opposition P.K.We had asked the Speaker to allow another member to take Naik’s place as Naik is ill.The Speaker had stated that he would allow another member of our party earlier.Today, he is referring to some rules.

So we boycotted it,” Bishnu Sethi (BJP Deputy Leader in Assembly) said.

Pramila Mallick, a BJD leader who is also the government chief whip, stated that the BJP was invited to the all-party meeting in response to the allegations of Sethi.

“If they wish to send someone else in lieu of Naik the BJP legislature party should make it in writing.Mallick stated that their state unit president had made a proposal, but it was not accepted by the House.

BJP and Congress were preparing to attack the government on the House’s floor over various issues, including the Mamita Meher case.To counter the opposition, the ruling party plans to increase the price of cooking gas cylinders.

The winter session will end on December 31.
