Let the bureaucracy meet the farmers and find a solution to Delhi’s air pollution

New Delhi, Nov 24, : Wednesday’s Supreme Court continued to criticize the Centre and the bureaucracy of the state governments on the issue involving severe air pollution in the capital.To stop stubble burning, top court suggested that secretaries of the government visit fields and engage farmers, as well as scientists, in order to find a permanent solution for air pollution.
A bench consisting of Justices D.Y.Ramana, Chief Justice N.V.Ramana, and headed by Chief Justice N.V.Ramana.Chandrachud, Surya Kant stated that they are using their common sense to discuss this issue.

The bench added that they should go to the fields to talk to scientists and farmers to find a permanent solution (to stop stubble from burning).

Aditya Dubey’s senior advocate Vikas Singh stated that the stubble burning issue requires attention and that farmers can be compensated to control farm fires.

The Chief Justice asked, “Has there been any study about how much stubble is removed from Punjab, Haryana, and Uttar Pradesh?” He suggested that the stubble could be taken to Rajasthan or Himachal Pradesh where it could be used for fodder.

The bench suggested that stubble from these states could be given to states with fodder shortages if the Govardhan model was implemented.

The bench stated that the weather department had informed them that the air quality would deteriorate once again.It informed Solicitor General Tushar Mahta, the Centre’s counsel that it could not go with wind direction.

What are the next steps?

Mehta, representing Centre, stated that the air quality was expected to improve but that the concerned authorities would continue to monitor it and examine the situation after three consecutive days to recommend steps to reduce air pollution.

Mehta was told by the bench to continue with air pollution control measures for the next two days.The bench also stated that even though pollution is down now, it will still hear the case and issue direction.”We will hear it again Monday.The bench stated, “In the meantime, if things improve, lift some bans.”

During the hearing, the bench noted that Delhi’s air quality had again fallen into a poor category and suggested that the government come up with a long-term solution.”It (the Air Quality) will again be in an extremely serious category .”, stated the bench.It also stressed the need to develop a scientific model for Delhi to address the ongoing issue of air pollution.

The court ruled that authorities should take action before the days are expected when air quality is expected to decline.

The bench stated that it will continue to monitor the situation throughout this year to keep an eye on the mechanisms developed by the Centre and the states to address the problem of air pollution.The matter was scheduled for a further hearing by the top court on November 29.

A minor Aditya Dubey filed a petition to the top court asking for directions to stop stubble burning, and to provide stubble-removing equipment to marginal and small farmers.
