This is evident in the introduction of Section 138 to the Negotiable Instruments Act.These cases add thousands to the already heavy load on magistrates.

He said that rebranding existing courts as commercial courts without creating a special infrastructure will not have an impact on pendency.”The issue of pendency has many dimensions.Justice Ramana said that he hoped the government would take into account the suggestions made during the two-day period and resolve the prevailing issues.

He stated that President Ram Nath Kovind has encouraged women to enter the profession and called for more women to be in the judiciary. He said that K.K.Venugopal’s suggestions for the first day were also insightful.”While highlighting the issue judicial pendency, Venugopal proposed restructuring the judicial system as well as altering the Courts’ hierarchy. The Chief Justice said that this is something that should be considered by the Government.

He stressed the need to clear up misconceptions that many Americans believe the courts make the laws.

Another misconception is that the Courts are responsible to liberal acquittals or adjournments. The truth is that all parties, public prosecutors, advocates, and parties must cooperate with the judicial process.

Courts cannot be blamed for non-cooperation, procedural errors and faulty investigations,” he said.

Justice Ramana stated that Kiren Rijiju, the law minister, has been allocating large amounts of money for the development of judicial infrastructure.

Justice Ramana said that funds are not the problem.Instead, the problem is with the state not being able to match the grants.”The central funds are largely unutilized as a result. This is why I propose a special purpose vehicle of Judicial Infrastructure of Authority.

I beg the Minister to bring this proposal to a logical conclusion.Justice Ramana said that he also urged the minister to speed up the process of filling judicial vacants.

Friday’s Chief Justice declared that the laxman-rekha drawn in the Constitution was sacrosanct.”But, courts may be required to address unresolved grievances in the interests of justice. These limited judicial interventions are intended to push the executive and not take over its role.He said that the Constitutional obligation and duty for the judiciary to intervene must be understood in this context.
