New Delhi, Sep 12 : According to the National Health Accounts report released on Monday, the total Health expenditure (THE) for the country has been estimated to be Rs.5,96,440 crores.This translates into 3.16 percent of GDP and approximately Rs.4,470 per person for the period 2018-19.
The Total Health Expenditure includes capital and current expenditures incurred by private and public sources, including donor or external funds.According to the report the current Health Expenditure (CHE) is the amount of Rs.5,40,246 crores.This is 90.58 percent of THE .Capital expenditures are at Rs.56,194 crores.This is 9.42 percent of THE.

Capital expenditures are reported across all sources of Government The total expenditure of the Union Government is Rs.18,468 crores; State Government Rs.37,477 crores; external donors Rs.249 crores, according to the report.The Government Health Expenditure (GHE) comprising capital expenditures is.2,42,219 crores, which is 40.61 percent of the 1.28 percent GDP, and Rs.1,815 per person.This is around 4.81 percent of General Government expenditure in 2018-19.Of the GHE Union Government’s portion is 34.3 per cent , while State Governments’ share is 65.7 percent.

Of the current Health Expensitures (CHE) The Union Government’s portion is.63,256 crores (11.71 percent of the CHE) and the share of State Governments is Rs.1,06,056 crores (19.6 percent of the CHE).Local authorities’ share is.5,451 crores (1.01 percent of the CHE) household part (including insurance contributions) is around Rs.3,24,717 crores (60.11 percent of Che, OOPE being 53.23.per cent of the CHE).Contributions by companies (including insurance contributions) is the equivalent of Rs.29,789 crores (5.51 percent of the CHE) and NGOs contribute the equivalent of Rs.8,484 crores (1.57 percent of the CHE).External/donor-funded funding contributes around 2493 crores.2,493 crores (0.46 percent of the CHE).

The CHE gave the sum of Rs.93,689 crores to the Government Hospitals (17.34 percent of the CHE) and the sum of Rs.1,55,013 crores to private hospitals (28.69 percent of the CHE) The report been released.

The current health expenditure was attributed to the amount of Rs.1,86,625 crores for Inpatient Curative Care (34.55 percent of the CHE) and Rs.1,01,902 crores for outpatient curative care (18.86 percent of CHE) and Rs.4,170 crores for day Curative Care (0.77 percent of the CHE) Rs.18,909 crores for patient transport (3.50 percent of the CHE) 3,526 crores to patient transportation, Rs.22,526 crores for Laboratory and Imaging services (4.17 percent of CHE) and Rs.1,01,928 crores for Prescribed Medicines (18.87 percent of the CHE) in the amount of Rs.18,881 crores for Over the Counter (OTC) Medicines (3.49 percent of the CHE).

The Therapeutic Appliances and Medical Goods of around Rs.643 crores (0.12 percent of the CHE) Preventive Care of around Rs.50,991 crores (9.44 percent of the CHE) and others of around Rs.12,258 crores (2.27 percent of CHE) were also comprised the current health expenditure.

The total expenditure for pharmaceuticals is 33.81 percent of CHE, and expenditure for Traditional, Complementary, and Alternative Medicine (TCAM) is 4.28 percent of the CHE.The CHE related to primary care of approximately 47.4 percent secondary care of 31.7 percent and tertiary care of 14.9 percent and supervision and governance of 4.0 percent.

According to the report after disaggregation of the data, government’s expenditure for primary care is 55.2 percent, secondary care is 30.5 percent and Tertiary care is 5.9 percent.Private spending for primary care is 36.9 percent secondary care costs 33.3 per cent , and Tertiary care is 26.9 percent according to the NHA report stated.
