Door-to-door ration scheme ‘progressive reform’, Delhi govt tells HC

New Delhi, Nov 29, : Monday’s submission by the Delhi government to the high court stated that the proposed door–to–door ration scheme was a ‘progressive Reform’ for the marginalised.It also stated that the scheme is in accordance with the National Food Security Act (NFSA).

Senior advocate Abhishek Manu Singhvi representing the Delhi government argued that the scheme ensures actual ration delivery.

Singhvi referred to Section 12 of NFSA which states that both the Central and the State governments must “progressively undertake necessary reforms” to the targeted public distribution system.He claimed that the door-to–door ration scheme fulfills these prime objectives.

Singhvi also stated that the Centre holistically envisages the provision of financial assistance at the macro-level by the Centre, majority operationality to state governments, and repeatedly states “ensure delivery” for the entitled persons.

Additional hearings on the matter will take place on December 3.

The Supreme Court refused to overrule the Delhi High Court’s interim order regarding door-to-door foodgrain supply by the Delhi government on November 15.

The court had cleared the way for delivery of rations to doorsteps on September 27, as the Centre had moved against the Supreme Court.

The Delhi government had promised the Supreme Court that it would not implement its door to door ration delivery scheme until the Delhi High Court hears the main petition against the validity of this scheme.

The Delhi government also stated that its scheme is compatible with the ONORC scheme (one nation, one card).

In its plea, the Centre had stated to the top court that the scheme by the Delhi government will create an “opaque PDS”, which will put at risk many beneficiaries, especially migrant workers who are covered under the National Food Security Act in the capital.

The Centre argued that the door-to–door ration scheme has “material deficiencies” and is in stark contradiction with the NFSA (2013).

This could also have adverse consequences for the implementation of ONORC.
