But he was outraged that the Center was trying to change the policy unilaterally and hire officials without the consent of the state governments. He expressed concern that state governments would lose prominence and be left as nominal institutions if the amendments came into force.

CM KCR on Monday wrote a letter to Prime Minister Narendra Modi opposing the proposed amendments to this extent.

Parliament has enacted the All India Services Act, 1951 in accordance with Article 312 of the Constitution.

Accordingly the Central Government has framed several regulations. But we vehemently oppose the deliberate amendment to the All India Services (Cadre) Rules-1954, which seeks to dilute the federal politics of the country, in a way that contradicts the aspirations of the states.

The Central Government should remember that the framers of the Constitution have enshrined this provision in Article 368 (2) with great foresight.

In order to preserve transparency and the constitutional federal system, the Center should withdraw the proposed amendments, “KCR said in a letter to the Prime Minister.
