New Delhi, Nov 30, : In response to opposition claims that Bills were passed without the consideration of Parliament Standing Committees in Parliament, the ruling BJP said Tuesday that Bills were necessary for 25 years prior to 2014 because of the prevailing non-consensus and differing opinions within the ruling party.
Opposition parties demand that Bills be sent to the standing Committee before being put forward for discussion in Parliament.

The opposition claimed that India’s democracy index is declining and that 60 percent of Bills were sent from 2004 to 2009 to parliamentary committees.However, only 12 percent were sent to committee after 2019.

“For 25 years prior to 2014, the governments formed by the Centre were weaker than the coalition ones.According to a BJP source, referring Bills before the Standing Committee was necessary because of the prevailing non consensus and differing opinions within the ruling party.”

According to the saffron party, since 2014 the ruling dispensation had an absolute majority.This means that there is a broad consensus amongst majority members when a Bill goes before them.

Therefore, it may not be possible to send them to Parliamentary Standing Committees.

According to the BJP, sending Bills to the Parliamentary Standing Committees is not a measure of ‘Democracy.”The Parliamentary Standing Committees were established in 1993.Prior to the formation of this Committee in April 1993 for 41 years (first Lok Sabha Session began on April 17, 1952), the Bills were presented directly to Parliament for deliberations,” a senior BJP leader stated.

The BJP asked if this meant that India had not been a democracy for 41 years.”The Bills passed by Rajiv Gandhi and Jawaharlal Naehru were all wrong legislations.The Constitution drafted by Babasaheb ambedkar was not sent on to a Select Committee.These committees are a subset of the Houses.

They cannot approve any Bill themselves, and Parliament is the ultimate authority.The leader of BJP said that all laws are approved only by Parliament.

Further, the BJP claimed that despite being a government with absolute majority, NDA govt has spent more on debate in parliament to ensure that the bill is passed with consensus.

“During the 16th Lok Sabha (2014-19), 32 percent of the Bills were debated in the Lok Sabha for more than three hours, which is higher than the previous terms (22% and 14% in the 15th Lok Sabha).36% of all Bills that were passed during the 15th Lok Sabha 2009-14 were discussed for less than 30 mins.Among these, 20 Bills were passed within five minutes,” a BJP functionary stated.
