Perni Venkataramaiah (Transport Minister), presented the Bill for Chief Minister Y.S.Jagan Mohanreddy stated that the government introduced the amendment to regulate ticket prices and stop some exhibitors exploiting middle-class people. He cited the current situation of irregular ticket pricing, unauthorised screenings, and large gaps between taxes and film collections.

He said that the government decided to establish an online ticketing system transparent, similar to the Andhra Pradesh State Road Transport Corporation’s (APSRTC) and Indian Railways’ online ticketing system. This will keep a check on tax evasions and improve the movie theatre experience in the state.

He stated that the online ticketing system proposed will allow the public to book tickets via their mobile phones, without having to queue up at theatres or burn their wallets by buying tickets in black.

The minister stated that all stakeholders, including producers, distributors, as well as exhibitors, have welcomed the decision, but that some political parties are still politicizing the matter, even though they were not directly related to the issue.

The Film Development Corporation (FDC), which will maintain the online booking system, stated that it will have a dedicated payment gateway to stop tax evasion and allow the Revenue Department to collect taxes promptly without any irregularities.

The Minister presented the AP Motor Vehicles Taxation Amendment Bill 2021 later.

He stated that the amendment was part of the Centre’s recommendation for Green Tax to reduce carbon emissions. For transport vehicles older than 7-10 years, a green tax of Rs.4,000 will be levied. If the vehicle is between 10-12 years and more than 12 years old, Rs.5,000 per year will be levied.

Along with the green tax, there will be an increase in tax on new vehicles.

It will be one percent for vehicles below Rs 5 lakh, three percent for vehicles between Rs 10-20 million, and 18% on luxury vehicles over Rs 20 lakh.
